The Scribes and Pharisees saw holiness and righteousness as something they could attain by keeping the letter of the law, but Jesus is saying that He came to fulfil the law and by the Spirit, if we stay hungry and thirsty for more of God, then we will be filled up.
Jesus tells us that it is important to be thirsty for righteousness - for the things of God. But he also promises to satisfy our thirst.
